Produced by the Paediatric Society for CMDHB, this report reviews a range of routinely collected data on children and young people in Counties Manukau, with a view to identifying the numbers of children and young people with chronic conditions and disabilities accessing health services within the region. In addition, given a trend towards deinstitutionalisation and a greater emphasis on community care, the in-depth topics consider common areas of unmet need for families caring for children and young people with chronic conditions and disabilities, as well as the impact health and disability support services may have on their wellbeing.

This study by Assoc. Prof. Robert Scragg was commissioned by the Northern DHB Support Agency (NDSA) on behalf of the Auckland Regional Settlement Strategy Health Steering group which represents Waitemata, Auckland and Counties Manukau District Health Boards. It provides an overview of the health status of Asian communities in 2006-07, in comparison with the rest of the New Zealand population; and at the same time provide information on trends in health status among the Asian communities since 2002-03. The large number of Asian participants has allowed analyses of the health status of the main Asian communities - Chinese, South Asian and Other Asian - covering sociodemographic status; health risk and protective factors (lifestyle), chronic disease and utilisation of health services. It is the first report to describe national data on the health status of children from the main Asian communities in New Zealand.

This report summarises the activity in Primary Health Care (PHC) in the Counties Manukau district from 2001 to 2009 and focuses on PHC provided by Primary Health Organisations (PHOs), established under the Primary Health Care Strategy from 2002.  The report is structured in alignment with the six key directions of the Strategy and to 'set the scene' the report begins with a snapshot view of the health status of the Counties Manukau population in 2001, along with details on the development and funding of the PHOs in the district.  The report concludes with a further snapshot of health status in 2009 and learnings relevant to CMDHB, PHC providers and the community.

Over 40,000 people are known to have cardiovascular disease and/or diabetes in CMDHB. They accounted for 13% of the adult population but contributed to 46% of the total adult inpatient hospitalisation costs in 2008 ($101 million). Investment in prevention programs has great potential in promoting wellness, reducing illness and preventing premature death, as well as saving health service costs in the future.

The early years of life provide a crucial foundation for future health and wellbeing. The Determinants of Child and Youth Health in Counties Manukau is the second report in a three part series on the health of children and young people in the region. It aims to provide an overview of the determinants shaping children and young people’s lives during their crucial early years, and to assist the DHB consider some of the other agencies influencing the wellbeing of children and young people in the region.

This Report was produced by the NZ Child and Youth Epidemiology Service, a joint venture between the Paediatric Society of New Zealand and Auckland UniServices. The prevalence and care of mental disorders in Counties Manukau District Health Board from linked health data - 70p

Health datasets were linked to identify those people in CMDHB and other Northern DHBs that received care for a mental illness in 2007. This study has defined a new methodology for estimating the descriptive epidemiology of mental health disorders using linked anonymised health data. Although not formally validated it provides a view of mental health care not previously available for CMDHB, and reveals service use by different groups, relationships between services, and linkages between mental health and physical health.

Life expectancy in 2005:  Contribution to life expectancy gaps of major disease areas in CMDHB - 59p

Life expectancy at birth for Maaori living in Counties Manukau has consistently been around ten years less than that for non-Maaori, non-Pacific peoples.  For Pacific peoples this life expectancy gap has been around five-to-eight years in recent times.  This report describes analysis that examined the main causes of death that contributed to disparities in life expectancy at birth between Maaori and Pacific peoples living in Counties Manukau in 2005 and those of non-Maaori, non-Pacific ethnicities.  The contribution of each of the main causes is quantified.  Smoking is identified as an important driver of inequity in life expectancy and the contribution of smoking to life expectancy gaps is examined in detail.

A compendium of recent health data for Counties Manukau DHB.  It includes data on demography, mortality (to 2005), hospitalisations (to 2007), life expectancy, and CMDHB-specific information from the NZ Health Survey 2006/07 on risk factors, disease prevalence and health service utilisation. This report was commissioned by CMDHB from the Health and Disability Intelligence Unit (formerly Public Health Intelligence) of the Ministry of Health. It is one of a series of DHB-specific reports prepared by HDI which share the same layout and coverage allowing easy comparability.

System modelling is a part of CMDHB's Older People's Strategy "to plan future services for older people by developing a system dynamic model focusing on the coordination and integration across the continuum of services to ensure the variety and capacity of services meet their assessed needs".

This model has been determined using available information within CMDHB and operational and management staff have been consulted in its development. All the key variables have tested in the model as different scenarios. Three combinations of all the scenarios have been developed.

People of Asian ethnicities form the fastest growing group in Counties Manukau society.  This health status comparison looks at the Chinese, Indian and Other Asian ethnic groups living in Counties Manukau.  Specific chapters on demography and socioeconomic circumstances, health outcomes, healthcare utilisation, risk and protective factors, child health and women’s/maternal health are included. The report found high rates of diabetes and cardiovascular disease in people of Indian and South Asian ethnicity which had been disguised by the 'averaging' of all Asian people into one group.  This health needs assessment provides an ethnic-specific picture of Asian health to inform DHB funding and planning and ensure that interventions and services being designed by CMDHB take into account this relatively healthy but increasingly large sector of our community.

Diabetes in CMDHB and northern region: Estimation using routinely collected data - 55p

This report provides an estimate of the prevalence of diabetes in Counties Manukau and three other district health boards in the northern region.  It uses three separate sources of routinely collected administrative data to identify individuals likely to have diabetes, during a two-year period (2006-2007).  Laboratory monitoring test frequency and pharmaceutical prescription claim patterns in people with diabetes are reviewed.  Medical and surgical hospital discharge data for people with diabetes are compared to discharge data for people without diabetes in 2007.

The third in a series of child health reports produced by the Paediatric Society for CMDHB, this report provides a catalogue for all the measures in the NZ Child and Youth Indicator Framework.  In addition to providing national level data, each section where possible provides an analysis of how Counties Manukau's rates compare with the New Zealand average, as well as the extent to which any disparities are evident within the DHB.  This comprehensive overview of health status covers ages 0-24 years, and where data permits ethnicity and deprivation analyses are included.

Counties Manukau District Health Board (CMDHB) has a diverse population with complex health needs and service requirements. It is the fastest growing area in New Zealand. This report presents the demographic data from the 2006 Census, concentrating on changes over the past 10 years, and then the future changes expected based on Statistics New Zealand projections. The dynamic nature of population changes in Counties Manukau DHB has a direct impact on the health of the people, how health services are provided, and on planning for future services.

This report provides an overview of the mental health and addiction status for people of all ages. Extensive detail is given of all the major mental health conditions, their prevalence, and their importance to Counties Manukau District Health Board. Alcohol and substance use disorders, problem gambling, suicide and the mental health and addiction services provided to Counties Manukau (CM) residents are also covered.  CMDHB specific data are provided where possible.  Counties Manukau DHB has been significantly increasing the resources going into mental health services, and Counties Manukau residents show improved access to services as a result, with age-standardised access rates only slightly less than for clients resident elsewhere in New Zealand.  Maori residents of CMDHB had higher rates of access to mental health services than did Maori in the rest of New Zealand.

Counties Manukau District Health Board has had a deliberate strategy to improve access to elective surgery through increased investment using benchmarking to the national intervention rates as a guide. As a result, Counties Manukau residents now have rates of publicly funded surgery similar to or higher than the New Zealand average for the first time.  This document outlines in more detail the changes for Counties Manukau residents for elective surgery overall, and for specific surgical procedures.  It includes information on waiting list numbers, waiting times, and procedure rates for the past 10 years.  Operations covered include coronary intervention procedures, hip replacement, knee replacement, hysterectomy, cholecystectomy, tubal ligation, cataract operations, grommets, tonsillectomy and adenoidectomy, inguinal hernia repair and prostate operations.

The most extensive health status comparison attempted to date between the four largest Pacific ethnic groups living in Counties Manukau and New Zealand (e.g. Samoans, Cook Islanders, Tongans, and Niueans are compared to each other rather than simply grouping all Pacific people together). This Health Needs Assessment has specific chapters on demography and socioeconomic circumstances, risk factors, health outcomes, adult healthcare utilisation, child health and women’s/maternal health. It provides an ethnic-specific picture of Pacific health to inform: DHB funding and planning (e.g. Tupu Ola Moui – CMDHB Pacific Health and Disability Action Plan); priority action areas for different Pacific ethnic groups; the tailoring of interventions and service design; and potential areas for future research.

Produced by the Paediatric Society for CMDHB, this report follows on from the previous child and youth report (Jan 2006). It investigates the detail behind some of the data in that report, exploring why differences between groups come about, and identifying potential intervention points for future health disparity strategy development. This report also seeks to bring together information from a variety of different sources and agencies lying outside the health sector. It includes information on family factors, CYFS notifications, household crowding, obesity, nutrition and physical activity, smoking and exposure to cigarette smoke, alcohol, disability, education, and benefits.

This profile provides demographic and health measures illustrating the diversity of the current cohort of people aged 65 years and over in CMDHB. The outlook for CMDHB older persons is very positive. It is anticipated that the population aged 65 years and over will live longer and be increasingly characterised by ongoing independence, continued participation in work, home and community, and health for a longer proportion of their older age than their predecessors. The increasing numbers of older people aged 85 years and over, increasing numbers of Asian, Maori and Pacific peoples, the high proportion of women in older age and likely increase in demand on health services are principal policy considerations for CM.

There is considerable scope for health gain and this data will help to inform the local HOP strategy to best meet the current and projected CMDHB older population health.

Produced by the Paediatric Society for CMDHB this report covers areas such as mortality, hospitalisations, low birth weight, breastfeeding, hearing loss, oral health, asthma, and suicide and injuries.  0-24 year olds are included. This group makes up nearly a third of the CMDHB population; an understanding of the factors that contribute to their wellbeing is essential for ensuring the health of our people.

In most cases statistics for CMDHB are compared with those of the other northern district health boards (DHBs) and New Zealand as a whole.
